dts: pinctrl: added mspm0gx51x support

Looks fine, but why did these .dtsi files end up here in the HAL, they seem like something that would go just the same into the regular Zephyr repo maybe here: https://github.com/zephyrproject-rtos/zephyr/tree/main/dts/arm/ti/mspm0/g

Hi @glneo, we've had this discussion with a few different Zephyr maintainers and the decision was made to move them out of zephyr proper and into the hal. I've seen it both ways but there's not a strong preference from my side one way or the other, but based on remaining consistent I'd like to have it stay in the ha
