[Docs] Reposition Vision/Mission and consolidate audience sections - #1245

Move Vision/Mission into Core Direction so the mission statement leads directly into the three goals that implement it, instead of interrupting the opening pitch. Also merge the three overlapping audience/use-case blurbs (intro bullets, Built For, Example Use Cases) into a single Built For section in README.md and docs/index.md.
