Adds a keyboard-palette toggle for local token-under-cursor inspection. Completion and inspection share explicit command knowledge; native descriptions require exact buffer/cwd/bounds provenance. Unknown contexts are reported without execution.
ScreenPlan owns the bounded region above Bottom, below Top, and before the Flow composer. Panels, running commands and paste atoms hide it. Plain text supports Safe glyphs, NO_COLOR and narrow fallback. Man/help extraction is deferred.

Depends on #241; review/merge after that PR. No merge or release requested.
Validation: build, typecheck, full suite 719/719, focused inspector/completion/ScreenPlan/Flow tests, diff check. Full suite requires unrestricted local PTY/socket permissions and NO_COLOR unset for existing color assertions. Physical host placement and keyboard QA remain pending.
