Direct contributor Python checks could start outside the host's resource admission and consume their captured execution budget while waiting for nested work. Both check.py and check_hosts.py now enter the optional agent-verify host capability before starting their bounded checks, and validate an inherited budget when already admitted.
Hosts without the capability keep the portable existing behavior. A present but broken or undersized grant fails closed. No runtime plugin, release version, or model experiment changes.
Validation: the full deterministic gate passed; the final affected set passed 208 tests. Host CLI validation passed the available Claude schema capability; unavailable host capabilities remain UNVERIFIED. Independent review found no remaining entrypoint findings. The shared host queue is being validated and installed separately in the same authorized work.
