Pass issue_number to listLabelsOnIssue in the repair script - #523

Octokit's route takes issue_number, so `number` built
/repos/{repo}/issues//labels?number=N, a 404 for every item. The 404
guard for deleted issues hid it, and the dry run on dev found no new
name for any stale label.

The repair script from #522 asked GitHub for the wrong URL, so its dry run on dev found no new name for any stale label. Octokit's
listLabelsOnIssuetakesissue_number, notnumber:Every call came back 404, and the guard that skips deleted issues hid it. The webhook path in #522 doesn't call GitHub, so it isn't affected.
