Some cleanup of ci.yml:

  • Stop downloading MoonScript on Windows. Nothing has used moonc since Stop bundling DependencyControl-managed modules #673 removed the ffi-experiments build from the installer (the last user was the Get-Command "moonc" check it deleted). The README no longer lists it as a Windows prerequisite either. The bundled MoonScript for automation is unaffected.
  • Download the latest gettext release (currently v1.0-v1.19) for msgfmt, instead of a hardcoded URL, with gh release download. The archive layout (bin\msgfmt.exe etc.) is unchanged.
  • Update actions to their current major versions: checkout v7, setup-python v7, upload-artifact v7. None of their breaking changes affect how they're used here.
  • Tidy the matrix: one consistent YAML style instead of a mix of block and flow mappings, and drop the commented-out MinGW entry.

No behavior change intended apart from the tool versions.

This will conflict trivially with #714 (both touch the Windows artifact upload steps); I'll rebase whichever lands second.

- Download the latest gettext release for msgfmt instead of a
  hardcoded old one.
- Update actions/checkout, actions/setup-python, and
  actions/upload-artifact to their current major versions.
- Use one consistent style for the build matrix, and drop the
  long-commented-out MinGW entry.
