Pin development-branch wraps to their latest releases - #715

harfbuzz, freetype2, dav1d, libass, and fribidi tracked their development branches, so release builds included whatever happened to be on them at the time. Pin them to their latest releases instead: - harfbuzz 14.5.1 - freetype2 2.14.3 - dav1d 1.5.4 - libass 0.17.5 - fribidi 1.0.17 FreeType 2.14.3 predates its hvf option, so stop passing it in CI. ffms2 stays on master, since its last release (5.0) is missing fixes Aegisub needs. ffmpeg and wxWidgets already track stable branches.

main/master/head), so release builds included whatever happened to be on them when CI ran. This pins them to their latest releases:main14.5.1masterVER-2-14-3head1.5.4head0.17.5masterv1.0.17Unchanged:
master: its last release, 5.0 (May 2024), is missing seeking and end-of-stream fixes made since.meson-8.1) and wxWidgets (3.2) already track stable branches.None of the pinned wraps carry local patches, and all five releases build with Meson. FreeType 2.14.3 doesn't have the
hvfoption (Apple HVF font support, added on master since), so the macOS builds no longer pass-Dfreetype2:hvf=disabled; all other subproject options CI sets exist in the pinned releases. Note these releases are older than the development-branch snapshots CI has been building with (though HarfBuzz and FriBidi are newer than what the 3.5.0 beta happened to get, 14.2.1 and 1.0.16), so it's worth a smoke test (especially text rendering) before tagging.
