Adds Helpdesk > Overview with a KPI banner for the current user
(open, priority and closed ticket metrics) and team kanban cards with
open, unassigned, urgent and closed counters.
Includes overview window actions, open_hours pivot measure, OWL/SCSS
frontend, tests and updated helpdesk_mgmt.pot.
