Promote the qualified RC.3 runtime to 0.1.0 without changing Rust source or external dependencies. Align workspace and standalone versions, exact internal pins, lockfiles, installation examples, and the production support and 0.1.x compatibility wording.

Validation: the complete canonical gate passed all 19 tasks on both supported platforms, all four native-stack configurations passed, and both 22-case application matrices passed on signed commit 18f900e. The final-version rehearsal also passed all four exact-archive qualifications, fresh consumers, workspace attestation, and upload/retry recovery. Independent audits verified all packaged source bytes against the signed commit. The local check was stopped during I/O-bound compilation; hosted checks supplied the full qualification. The live release additionally requires its one-hour sustained matrix before publication.
