Release 0.13.8

Prefill static mock rules from retained, redacted traffic; edit ordered headers, text/JSON bodies, and binary hex payloads without changing matcher semantics.
Promote a newly available, non-skipped update after a clean quit and relaunch while retaining optional automatic checks and verified downloads.
Improve static-site discoverability with expanded social/structured metadata and remove the continuous home-page log animation.
Add deterministic test coverage for the promoted update window path.
