- add versioned nav2 param files for ranger mini v1, v2, v3 (with and without rtab)
- replace robot_radius with actual polygon footprints for all robots
- add ranger mini v3 platform bringup in wr_devkit_platform.launch.py
- remove amcl from wr_devkit_nav2_rtab.launch.py (handled by rtabmap)
- update default robot_param and robot_model to ranger mini v3
