Fix and refactor multiple networks.

1. Fix the inference bug in multiple enqueueV3() under Release build.
2. Refactor multiple networks to support newest TensorRT SDK as well as retaining backward compatibility.
3. Add variabnts support for some netwokrs like, VGG series, ShuffleNet V2 series.
4. Fix C++ code style with clang-tidy and clang-format
5. Fix python code with ruff
