Expand pnpm release age exclusions for eve init

Summary

• Add the same package families from the repo pnpm release age policy to the eve init generated policy.
• Update init and scaffold integration snapshots so new workspaces and existing exclusion blocks include those packages.
• Add a patch changeset for eve.

Why

pnpm 11 can block freshly published package versions by default. eve init already writes minimumReleaseAgeExclude, and this expands it beyond eve and a few direct names so Vercel, AI SDK, Workflow, Nitro, Rolldown, Turbo, TypeScript, and related package names can install when new projects need them.

• pnpm --filter eve run test:unit
• pnpm --filter eve run test:integration

Notes

• pnpm typecheck at default Turbo concurrency hit exit 137 in the sandbox before any TypeScript error. The reduced concurrency run passed.
