What changed
Prepare Methodology 7.0.0: synchronize catalogue pins and coverage presets, update changed specification versions, and collect release notes for requirement reports, numeric risk authoring, provenance and modelling guidance. The major boundary activates ACTION numeric lower bounds.
The 6.0→7.0 recipe changes only the manifest pin. Its read-only Python/PyYAML postcheck reports invalid numeric ACTION values in declared zones and supported inline collections without rewriting model data or diagnostic history. It is explicitly not whole-model certification.
How it is verified
Companion adopter update and exact-commit draft preparation remain separate release steps. No publication is performed by this PR.
