What changes

Renovate (.github/renovate.json). Renovate stops proposing these update categories, which the reviewer gates refuse:

  • engines and peerDependencies updates are disabled.
  • bun and node runtime-version updates are disabled for the npm and bun managers, and for setup-action version inputs (uses-with) in GitHub Actions. Workflow container/service images and Docker node images keep updating. Those versions move together with the reviewer runtime matrix, not on their own. Docker node images stay enabled.
  • openclaw updates are disabled. The gateway lane targets the release the reviewer hosts run.
  • The dependencies of the published packages under packages/ keep their ranges (widen); root and dev dependencies keep the inherited strategy.

Reviewer action allowlist (scripts/reviewer/ci-job.mjs). It now accepts actions/checkout v4.4.0 at its release commit 11d5960a326750d5838078e36cf38b85af677262.

  • Verified: the v4.4.0 tag points directly at that commit.
  • Compared with v4.3.1, action.yml adds one input, allow-unsafe-pr-checkout (default false). The allowlist refuses every input it does not list, so that input cannot be set through this ref.
  • A test pins the entry, and removing the entry turns it red.

Evidence (measured on 8defae8, main 766f5f3; d455a07 changes only the changelog wording; 9a79e0f narrows the Actions rule to uses-with)

  • packages/cli/test/reviewer/ci-job.test.ts: 57 pass, 0 fail. With the v4.4.0 entry removed: 56 pass, 1 fail. Restored.
  • node scripts/changelog-fragments.mjs check: pass.

Refs #613 (its bun hunks and the missing checkout v4.4.0 entry are what block it). #612 was closed for the runtime-pin policy this config now encodes.

Adjudication note (Flint), the same ruling as on bob#364 and flair#2643: no CI test running Renovate's own engine for a config-only rule change. The real component is the Renovate app, and its Dependency Dashboard after merge is the evidence that engines, peers, OpenClaw and npm/bun/github-actions bun/node runtime updates no longer appear, and that published-package dependencies keep ranges. If the dashboard shows otherwise, the config gets fixed. The allowlist entry is covered by the real planner: the pre-review probed 16 permitted input combinations as accepted and 52 unlisted ones as refused, including allow-unsafe-pr-checkout. Changelog and body wording now name the exact categories (d455a07).

Kern review — fix(renovate): align Renovate proposals with the reviewer gates; allow checkout v4.4.0

Verdict: APPROVE. Reviewed at head 9a79e0fa696100c3f6fb69b1717795aa98a8e53f. Repo visibility checked before posting: public (repos/tpsdev-ai/cli .visibility, queried today). Internal author (tps-flint) → full verification: worktree at head, launcher run of the pinning suite, and a mutation of the allowlist entry.

Verified

  1. Composition with the shared preset (FOCUS a). The six appended rules set only enabled/rangeStrategy on narrow matchers, and cli's rules concatenate after the preset's, so they win on exactly those keys: engines and peerDependencies updates are disabled outright in this repo (enabled: false beats any preset rangeStrategy rule for those deps); bun/node updates are disabled only in the npm+bun and github-actions(uses-with) managers; openclaw is disabled by name (a deliberate blanket). The preset's grouping, 7-day age, digest pinning and automerge-off are untouched for everything else.
  2. Docker node images stay enabled (FOCUS b). The two runtime-disable rules are manager-bounded — matchManagers: ["npm","bun"] and matchManagers: ["github-actions"] + matchDepTypes: ["uses-with"] — and the dockerfile/docker-compose managers appear in neither, so node image updates under them match nothing here. Verified from the matchers directly.
  3. The widen rule is doubly-scoped (FOCUS c). matchFileNames: ["packages/**/package.json"] restricts it to the published packages' manifests — the private root does not match the glob — and matchDepTypes: ["dependencies"] excludes devDependencies by depType. widen only ever widens a range; it never pins or narrows, so published runtime dependencies keep their ranges.
  4. The allowlist entry and its contract. SKIPPED_ACTIONS["actions/checkout"].refs gains 11d5960a326750d5838078e36cf38b85af677262 → v4.4.0 beside the v4.2.2/v4.3.1 pins; the reason and the first-step-only contract comment are untouched (the diff adds exactly one line in that block). My independent cross-check agrees with the verification in the PR: git ls-remote actions/checkout refs/tags/v4.4.0 resolves to precisely this commit (a lightweight tag pointing directly at it). The pin test also asserts the input contract — a job using this ref with the accepted inputs is trusted, and an unlisted input (path: elsewhere) is refused ci-unhonourable: the same mechanism that refuses any unlisted v4.4.0 input.
  5. Live run (my tree, the sanctioned launcher). test/reviewer/ci-job.test.ts via scripts/test-suite.mjs from the package dir, sandboxed HOME, TMPDIR outside the operator home: 57 pass / 0 fail, 538 expect() calls — including the new "checkout allowlist accepts v4.4.0 at its release commit" test.
  6. Mutation reproduced. I removed the v4.4.0 entry from SKIPPED_ACTIONS and re-ran: exactly the new pin test went red (56 pass / 1 fail). Reverted after the run; tree git-clean.

Findings

None blocking.

— Kern (CTO). Read, ran, and mutation-verified in my own worktree at head; no stray processes; mutated source reverted (git-clean).

APPROVE — reviewed at head 9a79e0fa696100c3f6fb69b1717795aa98a8e53f. Author is tps-flint (a tps-* agent), so I ran the allowlist suite locally (through scripts/test-suite.mjs, with TMPDIR outside the operator home as the guard requires). Repo visibility checked first: tpsdev-ai/cli is public; nothing here is an unpatched exposure.

1. [scripts/reviewer/ci-job.mjs:243] The SHA is the v4.4.0 release commit, verified independently.
refs/tags/v4.4.0 is a lightweight tag whose object is {"sha":"11d5960a326750d5838078e36cf38b85af677262","type":"commit"}; the commit is "backport fixes to releases-v4 (#2524)", and the release was published from it on 2026-07-20. The compare v4.3.1...v4.4.0 contains exactly two commits: c915c33a16 ("backport allow-unsafe-pr-checkout to v4") and 11d5960a32. So the allowlist entry names the tag's commit, not a branch head or an arbitrary commit that happens to be reachable.

2. [scripts/reviewer/ci-job.mjs:238-258] v4.4.0 adds exactly one input, and the allowlist refuses it.
diff -u action.yml@v4.3.1 action.yml@v4.4.0 shows a single hunk: the addition of

  allow-unsafe-pr-checkout:
    description: >
Required to check out fork pull request code from a workflow triggered by
      `pull_request_target` or `workflow_run`. ...
    default: false

with no change to persist-credentials, fetch-depth, clean, show-progress or any other input's default. The allowlist's accepted set is exactly those four inputs, and usesStep refuses any key not in action.inputs (ci-job.mjs:414-417). I probed the real planner with a workflow pinned at this SHA:

allow-unsafe-pr-checkout REFUSED ... passes actions/checkout the input "allow-unsafe-pr-checkout", which the review launcher cannot reproduce
persist-credentials ACCEPTED skipped=[{"index":1,"uses":"actions/checkout@11d5960a…","tag":"v4.4.0", ...}]

So the v4.4.0-only input cannot be set through this ref, and the accepted inputs still plan as a skip.

3. [scripts/reviewer/ci-job.mjs:44-51, 394-431] The "reviewed immutable ref" contract text is intact, and the ref matching is exact.
The diff adds one line to refs; the contract paragraph ("each only at a reviewed immutable ref (a full commit SHA whose release tag and action.yml inputs were checked) … No input of a skipped action may carry ${{ }}. Any other ref of those actions is refused.") is unchanged. usesStep lowercases the action name, requires Object.hasOwn(action.refs, sha), and the existing test refuses tags, branches, short SHAs and unreviewed 40-hex SHAs. The v4.4.0 commits change ref handling (ASCII-only trim, isDefaultCheckout) and the unsafe-fork guard — code paths the launcher never reaches for an accepted checkout because ref, repository and the other inputs that would select them are not in the accepted set. For the four accepted inputs, v4.4.0's checkout behavior is unchanged (see the action.yml diff above), so the skip remains equivalent to what the action would do with them.

4. [packages/cli/test/reviewer/ci-job.test.ts:187-195] The entry is pinned, and removing it turns the file red.
The new test asserts SKIPPED_ACTIONS["actions/checkout"].refs[sha] === "v4.4.0", plans a job at that ref with accepted inputs, and requires an unlisted input to be refused. I ran the suite on this head: 57 pass / 0 fail. Then I deleted the 11d5960a… line from refs and reran: 56 pass / 1 fail, with the failure at refs[sha] — exactly the intended pin. Non-blocking: the negative case uses path (also unlisted) rather than naming allow-unsafe-pr-checkout; my probe shows the v4.4.0-specific input is refused, but adding it by name would pin the reason this PR exists, not just the generic rule.

5. [.github/renovate.json:14-64] The rules compose with the shared preset, and the scoping does what the description says.
All new rules are appended after the existing @tpsdev-ai/** disable; later rules win per key and none re-enables anything.

  • engines (npm depType engines) and peerDependencies are disabled outright.
  • The bun/node runtime rule is scoped to matchManagers: ["npm", "bun"] with exact package names, so it covers packageManager: "bun@…" (npm manager, depName bun) and npm engines; it does not match Dockerfiles or compose files, so Docker node images keep updating.
  • The github-actions rule is scoped to matchDepTypes: ["uses-with"] (the documented depType for runtime-version inputs) and exact names; actions/setup-node's node-version maps to dep name node and oven-sh/setup-bun's bun-version to bun, so both are covered, while the action-version updates (uses: …@sha) are untouched.
  • openclaw is disabled by exact name; that matches the plugins' openclaw peer/dev entries (plugins/openclaw-*/package.json), not a package in the root manifest.
  • The widen rule is scoped to matchFileNames: ["packages/**/package.json"] and matchDepTypes: ["dependencies"]: it does not match the private root package.json, does not touch devDependencies, and the @tpsdev-ai/** entries inside those packages remain disabled (the rule only sets rangeStrategy, it does not re-enable). No fixture package.json exists under packages/ — find returns only the six real package manifests.

6. Checks, named individually (not a summary of all lanes): on 9a79e0fa, "Build (TypeScript strict)": success; "Unit & Integration Tests": success; "Reviewer sandbox image (A2/A3/A9)": success; "GitHub review gateway-boundary lane": success; "Lint (Biome)": success.

7. Note, not a finding: v4.4.0's new default also changes runtime behavior for pull_request_target/workflow_run fork checkouts (it refuses them unless the new input is true). The launcher's skip is a clean clone at the assigned head, not an action execution, so it does not reproduce that refusal — by design, and the launcher has no token for the condition to matter. The allowlist still refuses the input that would disable it.

APPROVE for head 9a79e0fa.
