ci: pin ruff to 0.15.22 - #23

ruff 0.16.0 (2026-07-23) expanded its default rule set from 59 to 413 rules. This repo installed "ruff>=0.11.0", so CI picked up the new defaults and failed on import sorting while every test passed. Pin to 0.15.22, the version townlight/core already uses; main passes ruff 0.15.22 with no code changes.
