Matter
Inconsistent signers/proposer test.
Signers dictionary in update operation was treated as optional.
Test scenario is fixed now
Signers/Proposers extra data validator
Dictionaries in question are now validated strictly at wrapper level.
In case any extra data present besides address, exception is thrown.
