Add the articles rule - #5

Conversation
A sentence MUST NOT omit an article. A heading, a table cell, or a list label MAY omit articles, because software documentation omits them there by convention. The checker cannot detect a missing article, so the rule is part of the manual pass in SKILL.md. deviations.md records the rule as Changed.
