Right-click on file CopyRoom.tar.xz and select "Extract Here"
Copy/Paste new CopyRoom folder to location:
/home/"username"/.local/share/themes -OR- /home/"username"/.themes
Use your Appearance Settings App or GNOME Tweaks to set new theme
