Resolve Dependabot alerts by bumping yard and json - #31

Bump yard 0.9.37 -> 0.9.45 (resolves 6 alerts across two CVEs, fixed in 0.9.42 and 0.9.44) and json 2.10.2 -> 2.21.2 (resolves 2 alerts, fixed in 2.19.9) via targeted `bundle update --conservative` in each affected project. Both new versions declare broad ruby_version requirements (yard >= 1.8.7, json >= 2.7), so they don't conflict with any Ruby version in the CI matrix (3.1-4.0). Verified with a full ./script/test run on Ruby 3.1 (Docker), 3.2, and 4.0.
