v0.11.0.1-1 ships the same ShellCheck 0.11.0 and only raises the hook's floor to Python 3.10. prek resolves macOS's system Python 3.9, so the bump breaks lint locally while adding nothing.

Moves the dev tooling to the latest versions that work here, across the three ecosystems Dependabot tracks: npm, GitHub Actions, and pre-commit hooks.

actions/checkoutv7.0.1,actions/cachev6.1.0, andpre-commit-hooksv6.0.0.shellcheck-pystays on v0.11.0.1 on purpose. The newerv0.11.0.1-1tag ships the same ShellCheck 0.11.0. Its only change is requiring Python 3.10 or later. prek uses macOS's system Python 3.9, so on a stock Mac the hook fails to install andnpm run lintbreaks. The branch has the bump and its revert as separate commits.Cooldown note:
.github/dependabot.ymlholds each new release for 30 days. Several of these are newer than that: prek 0.5.5 (Oct 5), Prettier 3.9.10 (Oct 10), and setup-node v7.1.0 (Oct 8). Merging this PR gets around the cooldown for those three.The eval scaffold
