This change updates the docs/ROADMAP.md to align with the "Future Research Directions" outlined in the TFMBS_Research_Paper.md. The roadmap now features three parallel development tracks:

  1. Hardware Sovereignty: Moving from mock drivers to physical FPGA synthesis and eventually ASIC tape-out readiness.
  2. Compiler & Ecosystem Integration: Establishing TFMBS as an MLIR dialect to enable transparent model portability.
  3. Extreme Scale & Distributed Orchestration: Leveraging RDMA for multi-node scaling to support 100B+ parameter models.

Additionally, the update includes concrete milestones for real-world hardware verification and distributed data-center execution. Duplicate entries for Phase 21 were also removed to improve document clarity.

PR created automatically by Jules for task 3324764104092091636 started by @t81dev

- Extends roadmap from Phase 21 to Phase 27.
- Organizes future work into three parallel tracks: Hardware Sovereignty,
Compiler & Ecosystem, and Extreme Scale.
- Adds major strategic milestones for FPGA demonstration, data-center
  scaling, and ASIC readiness.
- Cleans up duplicate Phase 21 entries and aligns with TFMBS Research Paper.
