Update and Harmonize Project Documentation for Phase 21

This submission updates the entire project documentation stack to reflect the completion of Phase 21 (Predictive Multi-Fabric Orchestration).

3. Phase 21 Status: The README.md, ROADMAP.md, and WHITE_PAPER.md have been updated to reflect the successful completion of Phase 21, including descriptions of the Global Orchestrator and Predictive Scheduler.
4. Consolidated Roadmap: The ROADMAP.md now cleanly lists all phases from 0 to 21 as completed, focusing on technical deliverables rather than marketing phrasing.
5. Technical Accuracy: All updated documents have been cross-checked with the Phase 21 emulator implementation to ensure technical claims (such as the 5-kernel lookahead window and three-stage pipeline) are accurate.
6. Flagging Discrepancies: Dedicated "Discrepancies & Notes" sections have been added to major documents to provide transparency on variances between emulation and hardware projections.
