Update documentation to reflect Phase 21 status#32

This commit updates the project's documentation to reflect the completion of Phase 21 (Predictive Multi-Fabric Orchestration). Key changes: - Created BENCHMARKS.md with consolidated performance metrics. - Updated README.md and ROADMAP.md with technical details for all phases (0-21). - Harmonized terminology (Zero-Skip, Residency Hits, Fabric Cost, etc.) across all docs. - Standardized Markdown formatting and styling across the documentation suite. - Updated src/fabric_emulator.c to correctly populate semantic efficiency metrics. - Removed marketing-focused phrasing from the technical roadmap. Updated all project documentation (README, ROADMAP, BENCHMARKS, etc.) to reflect Phase 21 status, harmonized terminology, and maintained a consistent, technical, and non-marketing style. Also updated the C emulator to ensure metrics mentioned in the documentation are calculated correctly.
