Adds a project-scoped canvas extension for the Splinter repository so the Copilot canvas can be opened locally and interacted with through an agent-callable action.
The extension starts a loopback HTTP server per canvas instance, returns the renderer URL on open, reuses servers for repeated opens, and shuts them down on close. It also exposes
example_actionfor validating agent-to-canvas action dispatch.Verified the extension reloads successfully, the canvas opens in a live panel, and the action invocation returns the active instance ID.
