Adds root REVIEW.md using the eval review standard in CONTRIBUTING.md, plus short instructions for developing agents to monitor Claude feedback and current-head CI. This tests managed Claude Code Review without a GitHub Action workflow.

Local Markdown checks passed for all four referenced CONTRIBUTING sections, the CLAUDE-to-AGENTS reference, and whitespace. Prose cleanup found no banned terms. Next: request a one-off review with @claude review and inspect the Claude Code Review check and findings; no evals changed, so no eval refresh is needed. AI review stays advisory and does not replace human CODEOWNER approval.
