What
Update the links in the ecosystem README to include the GitHub discussion forum and Stellar Dev Discord as channels for discussing SEPs.
Why
These channels are now active communities for Stellar development discussions but were missing from the documentation. These communities are the primary place that discussion appears to be happening now-days.
