This branch is based on branch p23, since it relies on the rs-stellar-rpc-client, which is up-to-date with p23.

Known limitations
Dependent on stellar/rs-stellar-rpc-client#27 , the cargo deny check will fail until this rpc client PR is released and we can update our dependency here to that release.
