What
The EXEC SQL breadth item has landed in slices (#5594 PREPARE/EXECUTE, #6040 EXECUTE USING, #6206 named refusals, WHENEVER). What is left (DESCRIBE, CONNECT, CALL, host-variable statement text, USING DESCRIPTOR, non-assigning SET) is refused by name and waits on a burned program that uses it. This PR turns that premise from a dated grep into a check:
test_no_burned_estate_program_issues_a_refused_dynamic_or_connection_sql_verbscans the six burned corpora (comment lines stripped) and fails the day one of them issues CALL / CONNECT / DESCRIBE / PREPARE / EXECUTE / WHENEVER, naming the file. Skips when the corpora are absent. Register Q4 points at it.No translator, parser or golden change.
Facts checked: multi-line grep of the six burned corpora, 247 COBOL files, 0 hits; per-form named refusals already pinned by
