Part of #5060. Checklist: partial [c:ec86e08a] -- the item itself needs the kit run on a real z/OS CICS region, then a model replacing the X39 refusal.
What
The open item (copy vs same storage when a LINKed program XCTLs its caller's COMMAREA) cannot be settled without a real CICS run, so this PR ships the owner-runnable capture kit, in the shape of the HFP kit:
tests/tools/xctl_commarea_capture_kit.py:emitwrites GGXDRV / GGXMID / GGXTGT (LINK, then XCTL of the whole DFHCOMMAREA, of a group inside it, and of aSET ADDRESS OFalias; the target writesTGTand RETURNs).verdictreads theX39-<case>|<area>lines and says same-storage / copy / mixed / invalid per case (a missing line, a missing MID control, a failed XCTL or a changed byte is invalid, never guessed).tests/cobol_mainframe/test_xctl_commarea_capture_kit.py: fixed-format lint of the emitted COBOL, the part's offset, and verdict decoding for uniform, mixed and invalid runs.docs/language_status/register/X39.md: calibration-kit paragraph. No engine change: X39 stays REFUSED, no golden bless.

The kit's COBOL has not been compiled (no CICS translator here); the first z/OS compile may need a syntax fix.
pr_gates --fast7/7, time ratchet pass, tree-wide guards pass, test run with plain pytest from/tmp.Cross-repo: none.
