Promote the accepted PRE1 source milestone to stable v0.132.0 within its existing four-VM ARM64/GFS2 laboratory scope. Changes only PGRAC_VERSION and release documentation; product, test, deployment, configuration and format bytes are unchanged. Original prerelease and failure evidence remain immutable. Publication requires all Fast and MVP release CI jobs on the exact final commit. User explicitly authorizes one-time CODEOWNER approval bypass after all required CI passes; no CI waiver.
