Integrate the verified source tree from checkpoint 44dbfa553bf6b90923149ceafb4748667203da7c. The original development branch and its incremental commits are retained unchanged. Deployment qualification remains in progress; this commit does not declare PRE1 complete.

Adds guarded four-VM deployment, GFS2/raw-voting validation, same-source initialization, exact-owner normal stop/restart and operator documentation. Includes bounded remote transaction-wait, visibility reuse, terminal-reference cleanup and foreground transport-capacity fixes.
Field acceptance is now complete on the homogeneous assertion-enabled ARM64 candidate: directed checks, both isolated negative transaction legs, six micro phases, 4/4 formal samples, all-node full million-row checks and health/debt verification, loaded normal shutdown, same-data restart with pre-business continuity, restarted business and final independent clean-stop readback. Zero unexpected client/server errors and no forced cancellations in all counted formal/restart samples. Original failed attempts and two earlier isolated authority-proof refusals remain documented; their independent roots are not claimed fixed by nonrecurrence.
Scope is the Ubuntu ARM64 four-KVM-guest GFS2 laboratory profile, not RHEL/x86, four physical failure domains, crash HA, online membership or shared native catalog/control/WAL. Version label 0.132.0-pre1.1 is a source prerelease; v0.131.0 stable is unchanged.
Final exact-head Fast and MVP release CI are still required and running. User authorized this PR alone to bypass CODEOWNER human approval only after all acceptance and CI pass; no test/CI waiver. The PR stays draft until those conditions are met.
