Update Ruby and Rails versions for test extension#5

I think it makes sense to keep the default versions quite up to date even though the versions in action.yml were still supported at least for security. It also seems like time we start testing Ruby 4 on everything. There were some unnecessary excludes with Ruby 3.1 which is no longer being tested. This might result in quite a lot of runs. I'm not sure whether that's a problem. We might consider not running all databases on every version combination if we want to cut that down.

Summary
Mainly I wanted to see us testing Ruby 4 now. I noticed a few other versions could probably be updated as well.
