map TXM FeeCharged to SubmitTransactionResponse.TransactionFee

[Krish-vemula]

Wires the fee that TXM already tracks (FeeCharged from ResultXDR on confirmation) through to StellarService.SubmitTransaction callers.

Previously TxResult.Fee was computed but dropped. Now it flows to SubmitTransactionResponse.TransactionFee (stroops).
