feat: persist generic AWS resources

Summary

Persists generic AWS CRUD fallback resources in SQLite and adds explicit full local-data reset interfaces. Legacy AWS-shaped unimplemented responses now reach the CRUD fallback only when model metadata classifies the operation.

• Persist generic resources in data/devcloud.db with restart recovery.
• Add --reset-data and DELETE /devcloud/api/data for full local-state resets.
• Quiesce AWS requests during an in-process reset and regenerate fidelity manifests.
