IDP-2164 Move supervisor to top of 2SV reset selection
On the screen where a person can "Ask a Recovery Contact for Help," this moves the "your supervisor" choice from the bottom of the list to the top of the list for better visibility.

send-recovery-mfa.twigto display the supervisor option before iterating through other recovery contacts.
