The 15-minute limit from #944 cancelled the Test run on master after #950 (run). No test ran: apt-get spent 14.5 minutes downloading system packages from a slow mirror. The last 60 successful Test runs took 3 minutes at the median and 14 at the slowest, so 15 left no room.
30 still stops a hung job long before the 6 h default.
Not verified: this PR's own run only shows the job still passes, not that 30 covers the next slow mirror.
