Create a NormalizeTitleCheck to confirm if the title is normalized #197

To be able to run the normalizeTitle to all the issues in the project and avoid double running th enormalize pattern. Do for the dedfault normalize [{{RepositoryName}}] {{Title}}.
this can be agains a dynamic normalize injected function
