Initial release

This is the initial release of CSerial.

Testing, although not extensive, has been done on the code. If there are any issues, please raise an issue in the issue tracker.

What should work:

• Listing serial ports on the system
• Opening/closing serial ports
• Reading/Writing to serial ports
• Changing serial port settings.

There are currently no known bugs.
