Docs-only: one paragraph of CLAUDE.md, filed under sui-yw9w from the umbrella's pace analysis of 2026-09-23 (rf-87h, flip-authority-2026-09-23).

The paragraph beginning "Changing the record is itself gated" (under "Read before making design decisions") now says: a docs/adr/ PR carries its author's direction check in its body; a fresh cold direction agent reviews only when the PR also changes a contract surface or flips a status line; a record merges at proposed and stays proposed until its implementing code ships in a published version; the flip to accepted is the campaign conductor's act under the umbrella's flip standard, and the operator overturns a flip on the campaign's report line.

Gate: the kit's gate.rb reports the docs-only carve-out (no changes under lib/, test/, config/, mix.exs, mix.lock).

The CLAUDE.md paragraph on changing the record said every docs/adr/ PR
is reviewed by a cold direction agent and that a record flips to
accepted in a separate PR through the same gate. That is not how the
umbrella runs a campaign since 2026-09-23 (rf-exz, rf-87h): the PR
carries its author's direction check in its body, the cold direction
agent reviews only when a contract surface changes or a status line
flips, and a record stays proposed until the code that implements it
has shipped in a published version of this package. The flip is then
the campaign conductor's act under the umbrella's flip standard, one
flip PR per repo per campaign or tail, and the operator overturns a
flip on the report line rather than being asked.
