Accepts ADR-0018 on its first workflow publish

What

Flips ADR-0018 (the release workflow publishes on the tag push) to accepted, now that the workflow it decides has published a version.

• Status line, in place: Status: proposed (2026-10-04) becomes Status: accepted (2026-10-10, predicator 9.4.3; proposed 2026-10-04), the repository's accepted shape (ADR-0017's) with the first workflow-published version named.
• A ## Notes foot with one dated subsection, "2026-10-10: the status is now accepted", by addition.
• docs/adr/README.md: ADR-0018's status column reads accepted.
• ADR-0006 and its index row are not edited.

Evidence

• First publish through the workflow: predicator 9.4.3, tag v9.4.3 on commit f423083f (the 9.4.3 release prep, Prepares the 9.4.3 release #243), run https://github.com/riddler/predicator-ex/actions/runs/37309522889, conclusion success on attempt 1, every step passed (branch, version and Hex checks, the full gate, the publish).
• Later publishes through the workflow: none. The workflow has run once, and Hex shows 9.4.3 as the newest version.
• Re-verified at origin/main = f423083f on 2026-10-10; no commit follows the tag, so no cited file changed after it.

Direction check

Every claim of the record was checked by anchor at f423083f. The trigger is a v*.*.* tag push and nothing else (release.yml, on:); the token is contents: read (permissions:); the default branch comes from github.event.repository.default_branch and the ancestry check uses git merge-base --is-ancestor (step "Check the tagged commit is on the default branch"); the tag is compared with @version in mix.exs (step "Check the tag names the version in mix.exs"); the Hex check reports and stops on a version already shown (step "Check Hex does not already show this version"); these three run before the toolchain; the toolchain, cache, dependency and gate steps match ci.yml's, and the gate runs gate.full from .claude/wurk.json (step "Full quality gate"); HEX_API_KEY appears only in the publish step's env, and the publish is mix hex.publish --yes; the Codecov export and upload in ci.yml are absent from release.yml; no repository file or event field is interpolated into a run: script; there is no workflow_dispatch. The gate's Docs stage runs mix docs and fails on an ExDoc warning (.quality.exs, docs:). CLAUDE.md's mix hex.publish row, release-prep row, relay paragraph, version-bump exception and Release preps paragraph, and .claude/wurk/release.md's publish section and release trigger, all say the workflow publishes on the tag push and no agent or session runs the publish. Each ADR-0006 sentence the record quotes is still present verbatim in ADR-0006, which is unedited. mix help hex.publish, "Reverting a package", gives the one-hour window for a new version of an existing package and 24 hours for a new package. No claim failed and no sentence is superseded, so no riding Note.

git diff --numstat origin/main -- docs/adr/ shows 33 added and 1 removed in the record and 1 and 1 in the index; the two removed lines are the Status line and the index row. No file outside docs/adr/ changes.

Gate

No Elixir touched, no gate run: CLAUDE.md's git commit row and "A change touching no Elixir code has no gate to run" (the diff is confined to docs/). No changelog fragment: changelog.d/README.md excludes ADRs.

Provenance

The flip of this record on its first workflow publish, with that run and its commit as the evidence, was ruled by the operator, 2026-10-06. The evidence the Note gives (the first publish, the later ones, the re-verification SHA) and the version the Status line names were decided by the conductor under a standing consent, 2026-10-10.
