chore(extensions): bump extensions to 0.17.2 [release-1.10]

Background

The alpha entry point currently mixes the legacy OFS translation resources with NFS modules. This causes issues when the plugin is consumed by the OFS application.

Changes

• Bump the Extensions frontend and backend plugins and catalog backend module to 0.17.2.
• Load extensionsTranslations through the default plugin entry point. Version 0.17.2 exports the translation references from its main entry point.
• Rename the original Extensions Yarn patch from its 0.17.1 filename to the 0.17.2 filename without changing its contents. It retains the Monaco Editor import-path compatibility fix; it does not alter translation exports or entry points.

fyi @JessicaJHee I had to bump the extensions packages and I have renamed the original Extensions Yarn patch from its 0.17.1 filename to the 0.17.2 without changing its content.
