ci: skip native E2E for a version-only release commit - #694

A release commit only bumps package.json / oh-package.json5 versions and adds .github/releases/vX.Y.Z.md, yet package.json in the path filters re-ran the whole native suite (~55 min of macOS) on a tree its parent had just tested. scripts/version-only-commit.js checks the diff itself (only the version line of either manifest, plus release notes). On a single-commit push to master, .github/actions/version-only skips the native jobs of e2e-ios, e2e-android, expo-build, harmony-build and test's cpp-test for such a commit and posts a "native-inherited" status; publish.yml then requires the parent's native-required on top of the release commit's own (lint and test still run). `chore: release` pushes get their own concurrency group so they no longer cancel the parent's still-running checks. Align inheritance with the release concurrency rule.
A non-chore: release version-only push can enter this action, while e2e-android, e2e-ios, expo-build, and harmony-build use the shared ref concurrency group and cancel-in-progress: true. The new run can cancel the parent’s native checks. native-gate can then publish a non-success native-required status for the parent.
publish.yml does not run for the push itself. It runs only for release.published. If a release is later published for this commit, its gate detects native-inherited, requires the parent’s native-required, and can fail before publishing. If no release is published, there is no publish effect.

发版提交只改
package.json/harmony/pushy/oh-package.json5的version并新增.github/releases/vX.Y.Z.md，但package.json在各原生工作流的路径过滤里，于是推到 master 后要再跑一整轮原生 E2E（约 55 分钟 macOS），而它的代码与刚测过的父提交完全一样。现在发版直接推 master，不再开 PR，所以只优化 master push 这一轮。改动
scripts/version-only-commit.js：看 diff 内容而不是文件名（路径过滤做不到），只有两份清单的version那一行变化、其余文件都在.github/releases/下时输出true；单测见src/__tests__/versionOnlyCommit.test.ts。.github/actions/version-only：仅在 push、且这次 push 只带来这一个提交（event.before == HEAD^1，否则父提交没有自己的 run）时判定为版本号专用提交，输出native=false并在该提交上写native-inherited状态。changes检测 job，原生 job 依赖它并在native=false时跳过；检测 job 本身成功，所以 run 结论仍是success，native-gate 逻辑不变。test.yml 的 cpp-test 同样跳过（package.json 在 cpp 过滤里），js-test 与 lint 照常全跑。native-required；若该提交带native-inherited，再追加等待父提交的native-required（共用原来的 120 分钟预算），父提交失败则发版失败。chore: release开头的 push 使用独立的并发组（按 sha），不再取消父提交仍在跑的检查——否则父提交被取消、native-required变红，发版就无从依托。其余 push 和 PR 的取消行为不变。验证
actionlint：新增内容无告警（剩余告警均为原有步骤的 shellcheck info 与 e2e_harmony 自托管标签）。bun test src/__tests__/versionOnlyCommit.test.ts7 项通过；bun lint通过。chore: release均为true；583801ab（带 proguard 改动的发版）为false；8bb3c7bf、ad481c15 为false。chore: release开头进入独立并发组，不会取消 8bb3c7b；检测 job 判定为版本号专用、写native-inherited，原生 job 全部跳过，lint/test 几分钟后 native-gate 给出success；发布 v10.62.0 时 publish 先看到 c98c2d6 绿，再发现native-inherited，转而等待 8bb3c7b 的native-required变绿后发布。🤖 Generated with Claude Code
