Per project policy, deploy/CI workflows must always sign with secrets.PRIVATE_KEY. Replaces the PRIVATE_KEY_DEV fallback conditional in rainix.yaml.

Closing as moot — rainlang-vscode is being archived (dormant since the Feb 2025 v2.0.17 release). The PRIVATE_KEY_DEV reference here is vestigial anyway (this is a VS Code extension that doesn't deploy).
