Adds a vendor-neutral privacy-router skill with HoudiniSwap as the first provider adapter, routed quote/order CLIs, and provider registry/ranking logic. Updates root wrappers, install/verify scripts, env docs, README, and test discovery so privacy-router and houdiniswap deploy together. Includes regression coverage for strict privacy routing, highest-available private probing, routed order dispatch, live HoudiniSwap status labels, and verify-deployment target compatibility. Validated with npm test, npm run lint:syntax, and a mock get-quotes -> create-order -> wait-order flow. Related: #2
