Cannot paste to cursor chat box if Cursor has not been opened.

It's just a little problem

Steps to show this issue:

1. Quit Cursor
2. Using Open file in Cursor
3. Copy some codes
4. Paste to cursor chat box (not working, but can input)

Versions:

1. Cursor 0.45.14
2. Android Studio Ladybug Feature Drop | 2024.2.2
