feat(docker-dev): Release dev images with calculated version

Update the docker-dev GitHub workflow to use the version calculated by changeset (see useCalculatedVersion).

Before
Dev images would be released with a version and tag in the form0.0.0-dev-DATETIMESTAMP.

After
Dev images will now be released with a version that is calculated based on the changeset, e.g. 1.28.0-dev-20261013000730.

Dev package releases are unchanged.
