Implementation is hollow in order to hurry up and get CI working. We needed better explicit headless support for tests until headless surface support is ready (for swapchain & presentation tests). This will do for now. The way the profile threads through for device is intended to start going in the direction of supporting user customization of the instance in case they need that one extra little extension for something.
lol. going to be nice for others to not be missing stuff.
