HazardImageRequest gains an optional scaling field ('linear'/'log').
ImageCreator.to_rgba maps values logarithmically between min_value
(must be > 0, acts as the floor) and max_value when scaling='log';
bin rules (nodata/min/max indices) are unchanged.
