Held during review. GitHub reported this PR as DIRTY earlier, and a local merge-tree showed conflicts in oci/SKILL.md. Several new operational OKE topic/skill files also lack the repository-required ## Sources section. Please resolve the base conflict and add/source-check the OKE content before merge.

Adds Oracle Cloud Infrastructure Kubernetes Engine (OKE) skills for:
This also adds OCI domain routing, helper scripts, examples, smoke tests, Codex skill metadata, and approval-gated guidance for commands that mutate OCI or Kubernetes resources.
